On a GM it is usually a Throttle Censor Cable, trust me I know. You can turn it off and it will go away, but it will come back. On a Dodge, I am not sure.

I bought some reduced recoil in 30-06 for my nephew last year and could not believe how much it reduced the recoil. I would say it reduced it down to something like a 22-250 or 223 in a Rem 742. It did not group the best, but it grouped well enough to shoot a deer by all means.
