Fishing regs

First off, let me say I am not trying to start a debate on this, I hardly fish, and don't fish this lake when I do. Just don't understand the terms used and reasons for the change.
What are "limb lines and set hooks" and why are they prohibited now? How is any of that different from a yo-yo or trotline?
The MDWFP adopted several new rule changes that became effective on March 26. One of the rules prohibits anglers from using limb lines and set hooks at Lake Washington in Washington County; however, sport fishing trotlines, free floating fishing devices (jugs), and Yo-Yos are still allowed.

I'd like to know the real reason behind this reg change as well. Smells the right person or group of people bitched enough to the right people to get their way.

Im guessing its because so many people leave their lines after they leave for home, Washington has always been bad about this but over the last 5-6 years it has gone from bad to damn near trashy
Life is to short to only fish on weekends

Just a guess, but people are more likely to take up yoyos when finished because they cost a few bucks each as opposed to limb lines that can be made in bulk for pennies each. The actual difference between catching fish is roughly zero. People are also more likely to write their name on yoyos due to how easy it is as opposed to trying to put a name tag on limb lines.
