A few years ago,in a hunting club i was in, we considered using single barrel shotguns only,because of the density of blinds.
I have noticed over the years that a lot of ducks hardly flinch with just a one shot fired at them,but will break like hell after the 3 rd shot.I believe it would settle the issue of areas with lots of hunter usage.Do that, instead of trying to limit the amount of shells
that can be carried.Also i think a lot of beginner hunters would learn to shoot instead of spraying and praying.
Just a thought.

shoot lead one shot usually does it.

They were actualy breaking like hell after the first shot they just break a little harder after the second and third.....

I don't know if it would help or not. I can tell you that a few times a year I'll bring my blackpowder single shot along for the trip and I really don't notice any flaring differnce between one shot and three. However everyone else is shooting 3 so that could be it.
Most times I need all three shots, so I have no problems with the current deal.

what kind of def dumb and blind birds are you hunting? most of the time they flare like heck when you just raise the gun to shoot. they trun the jets on after the first and reach mach two and three on the next two shots.

Well,On flaring, i am talking about passing ducks ,not decoying birds at 20 yards.But i think the flaring has as much to do with some one in the blind yelling TAKE THEM,throwing back the your cover ,everyone jumping up ,the dog breaking,someone yelling take the one on the left,aiming your gun after jumping,so the ducks getting a good look at you before your shoot.
I know not everyone does that,but pay attention to other hunters and you will see just what i am talking about.I try to get everyone in my blind to aim and shoot without jumping,that way the first volley is at incoming birds in their lips,not their belly and tail.

Just adding another note,depending on who becomes president ,we might not have a choice on useing single shot guns.notice this is coming fron a member of the beretta autoloaders fan club.
