I hate to be the bearer of bad news, but it sounds like this problem is all yours. Based on what you stated, the drain is on your property. UNLESS the drain in confined within an easement that allows the city to come on your property to fix items such as this drain, you are 100% responsible for solving this problem. Go get a copy of your plat and see if they have an easement or not.

I'm sorry, but like I said before, unless the drain is confined within an easement that allows the city to come on your property to fix items such as this drain, you are still 100% responsible for solving this problem. Do as quacker11 said and get a copy of your plat. That will answer your question. Good luck.
