This would be my plan.

Tell the Kurds we will supply them with all the arms and training they require in exchange for safe haven for all Christians in the area.
They must take them in or we will pull all funding and aid and let ISIS run them over. Tell the Kurds they can have all the oil in Iraq
if they will run the country because obviously the Sunni and Shia can't control themselves and MUST fight for some reason.

For the ones in Syria..... Well, I think it was Benjamin N. that said, don't interfere when your enemies are fighting each other.
If we have actionable intelligence that they are or have base camps there, turn them into a parking lot with a drone.

Lybia.... Pull all assets out of there and let them eat their own. Same for actionable intelligence there.

Cut off all funding for all countries that harbor and or support any terrorist organizations. Palestine first and foremost.

Unfortunately, we cannot simply do that. They have already seized commercial airplanes. They also have US citizens, as well as people with citizenship in allied countries fighting for them. These people have already declared war against the USA and have sworn to fight to our complete annihilation.

We are already at the point where we have one, and only one alternative. We must completely and utterly destroy and conquer them. There is no half-way solution. We cannot negotiate with them. They are not logical nor rational.

THEN. After they are completely destroyed. We need to go in and rebuild the area - paid for with their own oil, of course.
