The legislature was out on Friday, so there was no announcement until this morning (probably sat on a Clerk's desk all weekend). That's how it looks anyways, not that it matters at all. Based on the lack of news, I was expecting him to not sign it and let it become law without his signature.
Either way, I'm contemplating if it's too early in the morning to pop this Stone Ruination.
I'll be celebrating mightily on July 1st.
Now, maybe next year they can make some progress on the home brew bill. I mean, you can legally brew 200 Gallons (1,000 fifth bottles) of wine for personal consumption (if you're over 21) but you can't brew your own beer?
It's illegal to brew your own beer??? Guess I have been in violation of the law for a long time. Where did these laws come from we have on the books??

It is illegal, but many do it. It's up to local law enforcement to enforce it, Beer does not fall under the jurisdiction of the ABC. Most local law enforcement has bigger fish to fry (I know several LEO's that homebrew, actually). There are even homebrew competitions. RYP is trying to get the law changed, still an outside shot they might get it done this session even though their bills have died.
MISSISSIPPI CODE of 1972
Miss. Code Ann. ยง 67-3-15
Permit and/or license required
Any person who shall brew or manufacture or sell any beer or light wine without first having secured a permit and/or license from the commissioner authorizing the brewing or manufacture or sale of such liquor, shall be guilty of a misdemeanor and, upon conviction thereof, be punished by a fine of not more than One Thousand Dollars ($ 1,000.00) or imprisonment in the county jail for not more than one (1) year, or both, in the discretion of the court. Any person so convicted may not apply for any permit or license issued by the commissioner until five (5) years have elapsed from the date of such conviction.
I'm not sure about all of the details on all of the alcohol laws - but after the 21st amendment (repealing prohibition) became law in 1933 - states were able to pass their own laws. Mississippi was dry until 1966.
On the surface, this law appears to specifically prevent people from brewing beer for sale without a permit, but since there is no exception for homebrewing - it is effectively outlawed. The purpose of this specific part of the MS code seems to be a taxation issue, but many of Mississippi's alcohol and beer (legally in MS, beer isn't considered an alcoholic beverage - it is not regulated by our ABC) laws are typical of Blue Laws that were passed to regulate immoral behavior.

I thought it was legal to brew your own beer and/or whiskey, just that there is a limit on how much you can produce.

See my quote of the MS Code above. In MS, it is only legal to brew your own wine. US Law says citizens can brew up to 100 gallons of wine or beer (or 200 gallons if 2 or more adults live in the house). States have the right to set their own laws. MS outlaws the production of beer unless you have a permit. Getting a permit is fairly complicated from what I've heard, possibly restricted to commercial endeavors.
Federal law prohibits the distillation of alcohol and possession of a still for such purposes. That falls under the jurisdiction of the ATF.

My fault; I just sort of skimmed across what you had written and did not take the time to read it all.

The word I'm getting, and it's as I expected, is that the breweries already distributing in the state will be the first to roll out higher alcohol beers (Various Abita, Sierra Nevada, Sam Adams, and Rogue - among other breweries). There may even be some local Southeastern Breweries shortly thereafter. Some of the bigger boys and breweries from further away may take longer.

As far as IPAs go, Torpedo underwhelmed me. I love most SN products - that one just wasn't anything special. I loved the Southern Hemisphere Fresh Hop Ale. I LOVE Bigfoot.
Have you had SN Ruthless Rye IPA? It's top shelf.
