What does a 15 year old need to hunt?

Meaning. If he's sitting besides me does he have to have a Hunters safety card?

I know I'd be recommended but I'm trying to find out if he has to have it?

It's my understanding that if they don't have their hunters safety card they HAVE to sit beside you while hunting, and once they reach 16 they won't be able to purchase a license until they have a card. No card at 16 = no hunting.
