emissions testing?

I heard a rumor that starting January 2016, ms was going to have emissions testing. You won't have to get an inspection sticker, but you would have to get a $50 emissions sticker???
Anybody else heard anything bout this

3 threes ago I read a letter a guy in Byram had from the state wanting to see some of his buildings for possible emissions station... he was doin some work on my f250 6.0... he will not do a egr delete on a truck for that very reason
