GW question

I'm planning on taking my little brother hunting sometime this month. The only places that I know to take him are WMAs. Does my little brother (10 years old) have to have a WMA permit? I know that people after 16yrs have to have one just to set foot on the place. Does the same rule apply to a youth?

I am not a GW. But the below is straight out the WMA regulation. The first sentence is what you are looking for. 10 year old is exempt and does not need a WMA Permit

WMA USER PERMIT: All persons using this wildlife management area, except those exempt from purchasing an annual hunting or fishing license, must carry on their person an annual statewide Wildlife Management Area User Permit. This permit is required in addition to the daily visitor permit and any required license
