They are now located in the Auction Archives, a forum located in the tech support section on the main page. Once an auction is over, it will go to that forum to make more for other upcoming auctions.

Setting up a paypal account is easy and requires bank account information or credit card for verification. Send money as "Personal" or "Gift" so paypal will not charge their transfer fees.
