This will be my 3rd year hunting the early season and the first 2 have been very dismal on my end. Does anyone have any tips for scouting or actually hunting/calling/decoying these little critters that might could help me or any other novice hot weather duck hunters out? Any advice would be much appreciated.

Anybody got any tips for teal?

Absolutely!

Attention all southward-migrating teal of the fall 2010 flight:

If migrating through the southern state of Alabama, flight at altitudes four to five times of that which is normal is highly recommended as the moron "waterfowlers" you may encounter will, I repeat, WILL fire upon you if you are within the ranges of human eyesight. Also while in the state of Alabama, the letter "V" flight pattern should be avoided at all costs and substituted with the letter "A" which research has shown to trigger trance-like worshiping rituals and Tourettes-like outbursts of "Roh-tahd!" in test subjects. Resist the temptation for closer observation of this phenomenon as breaking of the "A" formation will interupt the aforementioned trance-like state which may lead to multiple take-it-to-the-plug discharges of 3 1/2" twelve gauge Winchester Xpert #2 steel shot. Have a safe flight!

Operation TIPS

Operation TIPS, where the last part is an acronym for the Terrorism Information and Prevention System, was a program designed by President George W. Bush to have United States citizens report suspicious activity. It came under intense scrutiny in July 2002 when the Washington Post alleged in an editorial that the program was vaguely defined, and investigative political journalist Ritt Goldstein observed in Australia's Sydney Morning Herald [1] that TIPS would provide America with a higher percentage of 'citizen spies' than the former East Germany had under the notorious Stasi secret police.

In the days immediately following Goldstein's revelation, publications such as the libertarian magazine Reason,[2] and then the progressive Boston Globe,[3] emphasized the Stasi analogy, widely highlighting Operation TIPS' shortcomings. TIPS was subsequently cancelled after concerns over civil liberties violations.

Goldstein later observed that he broke news of Operation TIPS on March 10 in Spain's second largest daily, El Mundo,[4] but that he struggled until July before finding a major English language paper which would print the story.

[edit] Overview
The program's website implied that US workers who had access to private citizens' homes, such as cable installers and telephone repair workers, would be reporting on what was in people's homes if it were deemed "suspicious."[5] The initial start of the program was to be August 2002 and would have included one million workers in ten US cities and then to be expanded.[6]

Operation TIPS was accused of doing an "end run" around the United States Constitution, and the original wording of the website was subsequently changed. President Bush's then-Attorney General, John Ashcroft denied that private residences would be surveilled by private citizens operating as government spies. Mr. Ashcroft nonetheless defended the program, equivocating on whether the reports by citizens on fellow citizens would be maintained in government databases. While saying that the information would not be in a central database as part of Operation TIPS, he maintained that the information would still be kept in databases by various law enforcement agencies.[7]

The databases were an explicit concern of various civil liberties groups (on both the left and the right) who felt that such databases could include false information about citizens with no way for those citizens to know that such information was compiled about them, nor any way for them to correct the information, nor any way for them to confront their accusers.

The United States Postal Service, after at first seeming supportive of the program, later resisted its personnel being included in this program, reasoning that if mail carriers became perceived as law enforcement personnel that they would be placed in danger at a level for which they could not reasonably be expected to be prepared, and that the downside of the program hence vastly outweighed any good that it could accomplish. The National Association of Letter Carriers, a postal labor union, was especially outspoken in its opposition.[8]

[edit] Attempted passage
Both Congressional Representative Dick Armey (Republican, Texas) and Senator Patrick Leahy (Democrat, Vermont) raised concerns. Senator Leahy said that it was similar to J. Edgar Hoover's misuse of the FBI during the 1960s when Hoover hired citizens to spy on neighbors who were political protesters. Rep. Armey included legislation in the House's Homeland Security Bill that explicitly prohibited the creation of Operation TIPS; but Joe Lieberman blocked the program's removal from the Senate version of the bill. The Senate, however, essentially passed the House version that eliminated the program. [9]

Operation TIPS was officially cancelled when the Homeland Security Act was passed by Congress in November 2002. Section 880 explicitly prohibited the program.[9]

[edit] Terrorism Liaison Officers
On June 30, 2008, the Denver Post reported that 181 individuals, including police officers, paramedics, firefighters, utility workers, and railroad employees had been trained as Terrorism Liaison Officers to report suspicious information which could be signs of terrorist activity.[10] The article also stated that TLOs were already active in six other states and the District of Columbia.

The man just wants to know what to do to be a better hunter. Not everyone is born a pro hunter.

Andrew, I'll forward you my article that is coming out in Mississippi Sportsman in a few days. It might help or it might not.

Despite what some would have you think, none are.

My best teal advice? If you find some, GO HUNTING. They don't diddle around and South America ain't close.

Teal are no different than any other duck to hunt. You have to find where they want to be, then hunt them.

They are VERY easy to decoy and will decoy to most anything that remotley resembles a duck. Put out a few decoys and try to shoot in front of them. I find it to be very easy and enjoyable hunting minus the heat and mosquitoes.

I've read where a lot of guys will only use mallard hen decoys while hunting during the early season, but we usually just throw out a mixed spread.

+1 If the guy comes on here asking about where to go and doing his internet scouting, I'm all for some good ribbing. But when a guy comes in the waterfowl forum asking waterfowl advice about technique, help him out.

We are better than you, you are wrong...dont use spinners...you call to much...you arent from MS...im a baby...too many hunters on public land...it burns whne i pee....you want info on my personal spots...i am a comedian...we are the best dunck hunters that have ever lived and by god we are going to tell the world over the internet

lets all be serious...its duck hunting...

it should be fun, its not about the number of ducks you kill or what kind or where... its about having a good time...and ultimately allowing the sport to grow to support habitat and positive legislation...we want duck for our kids to look up to us about...

we can tell them about the good ol days...not about the days where the disorganized duck hunbters all ahted each other and anyone that wanted to try the sport. Deer hunters arent that way, they embrace newcombers (sometimes) and turkey hunters love calling in brids to see someone else shoot. Now give me all your GPS coordinates or i will throw a little fit.

i love you guys man..you all can have all the ducks...ill sit in the gulf of mexico and hope a stray bluebill flys by, while my dog watches the sky and whimpers, just so everyone else can have all the fun.. You all deserve it more than me. I shouldnt even try. Thats the american way.

PS ill send the pictures of my trip to Argentina when i get back

such a hard life :)

That being said find an area that has shallow water and grasses. Flats type areas with a shoreline full of vegitation is what you want to look for. Scout the lakes with your boat and cover some ground be where you want to start looking before daylight. The little birds dont fly around very long in the morning because its Hot, snakes are everywhere, millions of skeeters and gnats and the gators are out. If you find them dont expect them to be around more than a day or so, they may be but most times here today gone tommorrow.

set up close to your decoys, carry three shells, and use cylinder choke. When the first group flies in unload you gun on them. Pick up your limit and go home and get back in bed....
